Taxi Medallion Increase Draft Environmental Impact Statement is Available
The New York City Taxi and Limousine Commission (TLC), as lead agency, has prepared a Draft Environmental Impact Statement (DEIS) for a proposed issuance of up to 2,000 new yellow taxi medallions. All of these new yellow taxi medallion licenses are restricted to vehicles that are accessible to individuals who use wheelchairs. On March 9, 2012, the TLC published a Draft Scope of Work for the Draft Environmental Impact Statement and an Environmental Assessment Statement (EAS) and issued a Positive Declaration. A public scoping meeting on the Draft Scope of Work was held on April 19, 2012 at TLC’s Commission Meeting Room. In accordance with the requirements of the City Environmental Quality Review (CEQR) and the State Environmental Review Act (SEQRA), the TLC has prepared a DEIS that identifies the potential environmental or economic impacts of increasing the number of new yellow taxi medallions.
We have scheduled a public hearing where members of the public will have the opportunity to speak and share their comments or concerns about the DEIS with TLC staff. The hearing will take place as follows:

Medallion Sale Environmental Review Final Scope of Work -5/22/2012-
This winter the New York State Legislature passed legislation authorizing the City of New York to sell up to 2,000 new yellow taxi medallions for use exclusively on vehicles that are accessible to individuals who use wheelchairs. The Taxi and Limousine Commission is currently undertaking a review process called City Environmental Quality Review (CEQR) to identify what impacts a medallion sale would likely have on the environment or economy.
In accordance with CEQR, TLC is initiating a process to define the scope of the Draft EIS (DEIS). As an initial step in that process, TLC prepared a Draft Scope of Work for the DEIS and made it available for review and comment to the public. On April 19, 2012, a public meeting forum was held for public comments on the Draft Scope of Work and written comments were accepted until the close of business on April 30, 2012. The Final Scope of Work was prepared by TLC after consideration of public comments.

Mayor Bloomberg, Commissioner Yassky: Boro Taxis Will be the (Green) Apple of Our Eye!

Mayor Michael R. Bloomberg, Taxi and Limousine Commission Chairman and Commissioner David Yassky and members of the livery car industry have unveiled the official color for the new “Boro Taxis” – Apple Green. The Boro Taxis will bring legal taxi service to the seven million New Yorkers who live outside Manhattan’s Central Business District by licensing 18,000 livery vehicles to, for the first time, legally pickup street hail passengers in the boroughs outside of Manhattan and in Northern Manhattan. The Sunday, April 29 announcement of Apple Green as the official color for the new Boro Taxis follows the Taxi and Limousine Commission’s approval last week of regulations codifying the authorizing State legislation, which was proposed by Mayor Bloomberg and became law in February. The Mayor also was joined at the announcement by Assemblyman Carl E. Heastie, Assemblyman Guillermo Linares and Assemblyman Felix W. Ortiz at the announcement at City Hall Plaza.

The New York City Taxi and Limousine Commission (TLC) today announced the passage, by its Board of Commissioners, of five chapters of proposed rules codifying the Five Borough Taxi Law passed by the State Legislature and signed into law by Governor Andrew Cuomo.
These rules are the culmination of a concept envisioned and articulated by Mayor Michael R. Bloomberg in his January 2011 State of the City Address, held in Staten Island.
Survey for FHV Owners and Drivers. The TLC has developed a survey to learn more about the financing needs of FHV owners and drivers. This survey will help lenders create affordable financing options for FHV owners and drivers who might want a loan to cover some expenses of converting their vehicles to Street Hail Liveries. The New York City Taxi and Limousine Commission (TLC) is today releasing a Request for Proposals (RFP) for a smartphone application that will allow passengers to pay their cab fare with their smart phone. Paying via smart phone could enable passengers to receive receipts by email (helpful for locating lost property or filing compliments/complaints) and potentially allow them to accumulate “points” or “rewards” through a frequent riders program, among other benefits. While fare payment is the primary focus, the TLC is also interested in other functions such as locating lost property, alerting passengers to available taxis, allowing passengers to find other passengers for ridesharing, and providing customer service to passengers. The app would be developed and implemented at no cost to the City, and would be free of charge to passengers. However, there is potential for financial returns for the developer through the collection of credit card processing fees and advertising. Alternate In-Taxi Technology System Pilot Program

The NYC Taxi and Limousine Commission (TLC) today announced the release of a new video public service announcement encouraging passengers to buckle their seatbelts for safety that can be viewed on each taxicab’s Passenger Information Monitor (PIM).

Nissan North America, Inc. and New York City will be piloting six Nissan LEAF all-electric vehicles beginning in Spring 2012. These cars will be put into normal taxi service (with an existing taxicab medallion) and will enable Nissan, the City, the taxi industry and the public to learn more about how electric vehicles work as taxis. As part of this pilot, Nissan and partners in New York City will install some of the city's first "quick chargers," which will enable taxi drivers to quickly re-charge their electric taxis mid-shift.
Applications for participation were due November 30. Nissan carefully evaluated all applications and has contacted all applicants who meet program eligibility criteria. Thank you to all applicants for your interest in the program. The 6 LEAF taxi operators will be selected from among eligible applicants according to these contest rules .
