JOB DESCRIPTION

With minimal supervision from the Deputy Commissioner of Operations and the Director of Watch Command, with latitude for independent initiative and judgment, the incumbent will supervise the daily operation of Watch Command (the OEM communications center).

The duties are as follows:

  • Supervising the on-duty staff of Watch Command
  • Coordinating with the Director of Field Response to monitor and update the status of response personnel and assets
  • Ensuring adequate staffing for upcoming tours of duty
  • Ensuring that communication about public safety or public health incidents that adversely impact the City and require a multi agency response are properly processed including, but not limited to, confirming the scope and nature of incidents, ensuring that agency notifications are performed, analyzing information from multiple sources, preparing reports for dissemination to Executive Staff and senior officials of the City, and interfacing with the City’s Emergency Operations Center (EOC)
  • Supporting communications in the field at large events or incidents
  • Performing staff training
  • Assisting in drills and exercises
  • Other duties as assigned by the Deputy Commissioner of Operations or the Director of Watch Command

The selected candidate will be assigned to work non-business hours and will be subject to reassignment to other shifts during emergencies or as dictated by the needs of the agency.

QUALIFICATION REQUIREMENTS 

  1. A master’s degree from an accredited college in emergency management, public administration, urban planning, engineering, economics, political science, the physical sciences, or related field, and three years of satisfactory full-time professional experience in one or a combination of the following: emergency management, fire or police services, public safety, public health, public administration, urban planning, engineering, or another specialized area to which the appointment is to be made.  18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity.  Supervision must have included supervising staff performing professional work in the areas described above; or
  2. A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience in one or a combination of the areas listed in “1” above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in “1’ above.
  3. A four-year high school diploma or its educational equivalent and eight years of satisfactory full-time professional experience in one or a combination of the areas described in “1” above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in “1” above.
  4. Education and/or experience equivalent to “1”, “2”, or “3” above.  However, all candidates must have a four-year high school diploma or its educational equivalent and the 18 months of executive, administrative or supervisory experience, as described in “1” above.

  • Strong interpersonal and supervisory skills
  • Strong analytical skills
  • Proficiency with Microsoft Office applications (Word, Excel, Access, and PowerPoint)
  • Proficiency with GIS (geographic information systems) helpful
  • Strong project management skills
  • Strong writing and communications skills
  • Experience with public safety communications systems
  • Ability to work in dynamic, high-stress environments
