The Mayor's Office of Environmental Coordination (MOEC) contributes to making New York City a healthier and more sustainable city by overseeing the city's environmental review process, administering the city's green building program, and advising on other environmental issues.


CEQR CITY ENVIRONMENTAL QUALITY REVIEW (CEQR)
MOEC oversees the city's environmental review policies and implementation of the State Environmental Quality Review Act by city agencies through the CEQR process ensuring that proposed discretionary actions have as small an effect on the environment as possible.
Green Building GREEN BUILDING
MOEC administers the city's green building law to ensure building projects receiving city funds follow the U.S. Green Building Council's LEED® standards and reduce energy and water use beyond that required by the NYC Building Code.

Gun Hill Square - 14DME010X

On July 2, 2014, the Office of the Deputy Mayor for Housing and Economic Development (ODMHED), as lead agency for the CEQR environmental review, issued an Environmental Assessment Statement (EAS) and a Positive Declaration for the project indicating that there was the potential for adverse environmental impacts due to the project and directed that a Draft Environmental Impact Statement (DEIS) be prepared. At the same time, a Draft Scope of Work for an Environmental Impact Statement (EIS) was issued for public comment. To receive public comments, a public Scoping Meeting was held on Wednesday, August 13, 2014, at the Bronx Community Board 12 Office, 4101 White Plains Road, Bronx, NY 10466. Written comments on the Draft Scope of Work will be accepted by the ODMHED. Please note that the public comment period has been extended and written comments will now be accepted through 5:00 p.m. on Tuesday, September 2, 2014.

Seaside Park and Community Arts Center – 13DME014K
On November 22, 2013, the Office of the Deputy Mayor for Economic Development (ODMED) issued the Notice of Completion for the Final Environmental Impact Statement (FEIS) for the Seaside Park and Community Arts Center Project marking the completion of the project’s CEQR environmental review. The Notice of Completion for the Draft Environmental Impact Statement (DEIS) was issued on September 5, 2013, which marked the beginning of the public comment period on this document. The public hearing on the DEIS was held on October 23, 2013 at 10:00 A.M. at Spector Hall, 22 Reade Street, New York, NY 10007 in conjunction with the project’s ULURP public hearing. Written comments on the DEIS were requested and were accepted through 5:00 P.M. on November 4, 2013. On May 16, 2013, ODMED, as lead agency for the CEQR environmental review, issued an Environmental Assessment Statement (EAS) and a Positive Declaration for the project indicating that there was the potential for adverse environmental impacts due to the project and directed that a DEIS be prepared. At the same time, a Draft Scope of Work for an EIS was issued for public comment. To receive public comments, a public Scoping Meeting was held beginning at 6:00 P.M. on Monday, June 17, 2013, at Abraham Lincoln High School, 2800 Ocean Parkway, Brooklyn, NY 11235. Written comments on the Draft Scope of Work were accepted by the ODMED until 5:00 P.M. Friday, June 28, 2013. On September 4, 2013, ODMED issued the Final Scope of Work. Read More


Kingsbridge Armory National Ice Center – 13DME013X
On October 25, 2013, the Office of the Deputy Mayor for Economic Development issued the Notice of Completion for the Final Environmental Impact Statement (FEIS) for the Kingsbridge Armory National Ice Center Project marking the completion of the project’s CEQR environmental review. The Notice of Completion for the Draft Environmental Impact Statement (DEIS) was issued by the Office of the Deputy Mayor for Economic Development on July 17, 2013, which marked the beginning of the public comment period on this document. The public hearing on the DEIS was held concurrently with the Uniform Land Use Review Procedure public hearing on Wednesday, October 9, 2013, at 10AM in Spector Hall, 22 Reade Street, New York, New York. Written comments on the DEIS were accepted through 5PM on Monday, October 21, 2013.

CEQR Type II List Rulemaking
The regulations guiding the process of environmental review under the State Environmental Quality Review Act include a list of actions, identified as Type II actions, for which environmental review is not required. These regulations permit local agencies and municipalities to designate a supplemental list of actions as Type II. Accordingly, as part of the City’s ongoing process reform for environmental review, the Mayor’s Office of Environmental Coordination and the Department of City Planning recommended that a supplemental list of citywide and agency-specific Type II actions be promulgated. The City Planning Commission unanimously adopted new rules creating the Type II list on December 18, 2013. The new rules are effective on January 26, 2014.

On August 30, 2013, the Office of the Deputy Mayor for Economic Development issued the Notice of Completion for the Final Environmental Impact Statement (FEIS), marking the completion of the project’s CEQR environmental review.  The Notice of Completion for the Draft Environmental Impact Statement (DEIS) was issued on May 2, 2013, which marked the beginning of the public comment period on this document. On Wednesday, July 24, 2013, at 10 AM, in Spector Hall, at the Department of City Planning, 22 Reade Street, in Lower Manhattan, a public hearing was held concurrently with the Uniform Land Use Review Procedure public hearing to receive comments related to the DEIS. The comment period for the DEIS remained open through 5 PM on August 5, 2013.

World Trade Center Campus Security Plan – 12NYP001M
On August 14, 2013, the New York City Police Department (NYPD), as lead agency, issued the Notice of Completion for the Final Environmental Impact Statement (FEIS) and the FEIS for the WTC Campus Security Plan, marking the completion of the project’s CEQR environmental review.  The public hearing for the Draft Environmental Impact Statement (DEIS) was held on April 23, 2013.  Comments on the DEIS were accepted until 5:00 P.M. on Wednesday, May 22, 2013.

On April 8, 2013, the New York City Police Department, as lead agency, issued the Notice of Completion for the DEIS for the WTC Campus Security Plan, marking the beginning of the public comment period. 

On February 8, 2012, the NYPD issued a Positive Declaration for the WTC Campus Security Plan and directed that a Draft Environmental Impact Statement (DEIS) be prepared.  The Public Scoping Meeting was held on Wednesday March 14, 2012 at 4:00 PM at Spector Hall, 22 Reade Street, New York, NY, 10007.  Written comments on the Draft Scope of Work were accepted until 5:00 PM on Monday March 26, 2012.  The Final Scope of Work was issued on April 1, 2013.

On August 9, 2013, the Office of the Deputy Mayor for Economic Development issued the Notice of Completion for the Final Supplemental Environmental Impact Statement, marking the completion of the project’s CEQR environmental review. The Notice of Completion for the Draft Supplemental Environmental Impact Statement (DSEIS) was issued on March 15, 2013, which marked the beginning of the public comment period on this document. On Wednesday, July 10, 2013, at 10 AM, in Spector Hall, at the Department of City Planning, 22 Reade Street, in Lower Manhattan, a public hearing was held concurrently with the Uniform Land Use Review Procedure (ULURP) public hearing to receive comments related to the DSEIS. Written comments on the DSEIS were accepted through 5 PM on July 22, 2013.

On August 8, 2013, the Office of the Deputy Mayor for Economic Development, as lead agency, issued the Notice of Completion for the Final Environmental Impact Statement (FEIS) for the Memorial Sloan Kettering – CUNY/Hunter College Project, marking the completion of the project’s CEQR environmental review.  A public hearing on the Draft Environmental Impact Statement (DEIS) was held at 10:00 A.M. July 10, 2013, in Spector Hall at 22 Reade Street in Manhattan, in conjunction with the public hearing on the associated Uniform Land Use Review Procedure (ULURP) application.  The comment period remained open until 5:00 P.M. on July 22, 2013.

Released! – June 5, 2013 Revisions to the 2012 CEQR Technical Manual
Chapter 17 of the 2012 CEQR Technical Manual has been revised to reflect two policy changes. First, the Technical Manual has been revised to reflect the phasing out of the MOBILE6.2 emissions modeling program—EPA’s MOVES emission modeling program should now be used in lieu of MOBILE6.2 to estimate carbon monoxide (CO) and particulate matter (PM) emissions from mobile sources. Second, the guidance used for determining 24-hour impacts from fine particulate matter (PM2.5) in CEQR has been revised. The revised Technical Manual chapter is effective June 5, 2013.

The Phased Redevelopment of Governors Island - 11DME007M
On May 23, 2013, the Office of the Deputy Mayor for Economic Development, as lead agency, issued the Notice of Completion for the Final Supplemental Generic Environmental Impact Statement (FSGEIS) for the Phased Redevelopment of Governors Island: North Island Re-Tenanting and Park and Public Space Master Plan, marking the completion of the project’s CEQR environmental review. A public hearing on the DEIS was held at 10:00 A.M. May 8, 2013, in Spector Hall at 22 Reade Street in Manhattan, in conjunction with the public hearing on the associated Uniform Land Use Review Procedure (ULURP) application. The comment period remained open until 5:00 P.M. Monday, May 20, 2013.

Revised! EAS Full Form and EAS Short Form:
On March 1, 2013, MOEC has issued revised versions of the EAS Full Form and the EAS Short Form. The revised forms are in Word format and include editable and expandable fields.  They have been reorganized to enhance presentation of information and ease of completion, but do not include substantive changes requiring additional information. Any projects commencing on or after March 1, 2013 should use the revised forms. However, projects in the process of using the old form may continue to do so. The revised forms may be downloaded from the CEQR Forms and Templates page.





LL86 Fiscal Year 2010 Annual Report Released

Local Law 86 of 2005, New York City's Green Building Law, requires the preparation of a report each year on the projects subject to its provisions. To provide a comprehensive assessment of the effects of LL86 to date, this third annual report includes projects that started design from January 1, 2007, when the law took effect, through June 30, 2010.
