The CEQR Technical Manual has been updated and is effective February 2, 2012. The 2012 Edition provides predominantly clarifying editorial changes, corrections, and updates to reflect new rules, policies, and data. There is a methodology change for the Community Facility – Schools analysis. The 2012 version is available as either a complete, single document or as individual chapters. Learn more
Chapter 18, “Greenhouse Gas Emissions” Mobile Emissions Calculator (linked to in this chapter) – The underlying data in the table was corrected to reflect corrections to EPA’s MOVES2010 model, which forms the basis of this calculator.

MOEC has refreshed its CEQR website to better serve the needs of its public and agency users. The new site offers more up-to-date content and additional materials in order to provide a better understanding of CEQR, when it applies, and the process and materials for completing a CEQR review.
New! CEQR Calendar:

MOEC has instituted a Citywide CEQR calendar. This calendar provides notices for required public scoping meetings, public hearings, and public comment periods (start and end dates) for projects undergoing CEQR environmental review.
Revised! EAS Full Form:

MOEC has issued a revised version of the EAS Full Form. The revised form has been reorganized to enhance presentation of information, including the introduction of a checklist format and annotations to facilitate understanding and completion of the form. This revised form may be downloaded from the CEQR Forms and Templates page.
