Brownfields

 

Brownfields are being handled by the Office of Environmental Remediation (OER), which was established on June 9, 2008 per mayor Bloomberg's initiative in PlaNYC. A new website is in development. 


A Brownfield is property that is not being redeveloped because it is or might be contaminated. The possible presence of hazardous materials poses liability, cost, and time obstacles to investment in and redevelopment of these sites.

Brownfield's are often a blight on urban neighborhoods. Most brownfields produce little tax revenue and few jobs, if any. When brownfields are investigated, cleaned up, and returned to productive use the City, its economy, and its neighborhoods benefit.

OER coordinates the City's official brownfields efforts and develops brownfields policy. We assist City agencies with brownfields issues generally, helping with community involvement, state/federal agency interactions, investigation, remediation, and end-use planning issues. OEC also facilitates the City's participation in state and federal grant programs, provides information and assistance to community and business groups working on brownfields redevelopment, and represents the public sector on the executive committee of the New York State Chapter of the National Brownfields Association.




OER maintains an email list for periodic announcements of interest to the local brownfields community, such as events, grant opportunities, NYC brownfield news, and comment periods. If you would like to be added to the list, please provide the following information:

The Mayor’s Office of Environmental Coordination, in cooperation with New Partners for Community Revitalization and the Low Income Investment Fund, seek to make remediation loans to developers of community-based projects in low and moderate income New York City neighborhoods. If you are developing an affordable or senior housing project, a school, a community facility, or a job-generating business on property where the New York State Department of Environmental Conservation (DEC) has approved a remedy for the cleanup of hazardous materials under the Brownfield Cleanup Program, the Voluntary Cleanup Program, the oil stipulation program or a DEC consent order, and you require financing for cleanup expenses, the Metro Fund may be able to provide remediation financing for your project.
