To Submit a Bid:  

  1. Bidders must respond fully and completely to the solicitation by reviewing all contract documents. The contract documents may include, but are not limited to, Special Notices and Conditions, Instructions to Bidders and General Conditions, blank Form of Proposals (FOP), specifications, drawings, amendments, addenda and appendices
  2. The contract documents can be downloaded from the NYCHA Homepage at www.nyc.gov/nycha for free or obtained in person for a $25.00 fee by certified check or money order made payable to NYCHA. The fee is payable at the cashiers window at 90 Church Street on the 6th Floor. Upon submission of the receipt to the 11th Floor Bids/Contracts Receptionist, the contract documents will be released.
  3. In order to download the contract documents for free from the NYCHA Homepage, registration with NYCHA is required through the iSupplier Portal. To begin this process, go to the “Doing Business with NYCHA” section of the NYCHA Homepage. Please note that contract drawings are not available for download from the Homepage and must be picked up from the 11th Floor Bids/Contracts Receptionist. The drawings will be issued for free provided a receipt from the iSupplier Portal contract download is presented to the Bids/Contracts Receptionist.
  4. Please be advised that bidders now have the option of submitting a bid online via the iSupplier Portal referenced above. When submitting a bid online through the iSupplier Portal, the required bid bond (as described in Section 6 of the “Instructions to Bidders” and the Special Notices and Conditions) must still be mailed or hand delivered well in advance and with sufficient first class postage to reach the Authority prior to the bid opening date and time. Reliance upon the U.S. Postal Service or other carriers is at the bidder’s risk. Late bids will not be accepted.
  5. To the extent that a bidder wishes to submit their sealed bid in hardcopy (not online via iSupplier), the bidder must provide, in accordance with Section 1 of the “Instructions to Bidders”, three completed and executed copies of the firm’s Form of Proposal the day of the bid opening.
  6. When submitting the sealed bid in hardcopy or bid bonds, deliver it directly to the 11th Floor Bids/Contracts Reception Area at the address listed below, no later than one-half hour prior to the bid opening time.
  7. Proposals submitted in hardcopy should be submitted in a grey envelope that is provided by the Authority, or proposals may be submitted in an equivalent envelope marked as stated in Section 1(b) of the “Instructions to Bidders”.
  8. Bid/Contract documents can be picked up from and/or delivered to the Bids/Contracts Reception Area at the Capital Projects Division, Administration, Procurement Section, 90 Church Street, 11th Floor, New York, NY 10007, Monday – Friday, 9:00am to 4:00pm.
