Quality Assurance Administrator

JOB DESCRIPTION:

The Quality Assurance Administrator, will report directly to the Executive Department, and will be responsible for conducting inspections and audits to ensure that physical aspects of NYCHA's developments and their supporting systems meet NYCHA's standards and applicable laws in the areas of inspection, maintenance and repair. The successful candidate will be a confident leader, with excellent interpersonal and communication skills who is capable of taking a hands-on approach to maintenance problems while professionally documenting a course of action. Responsibilities include, but are not limited to:

  • Inspect sites to ensure work progresses as scheduled and meets established quality standards; evaluate building conditions, general maintenance and maintenance of mechanical systems i.e. elevators.
  • Actively participate on joint committees to establish and implement quality assurance policies; educate staff on potential safety or health hazards.
  • Provide expertise, and make recommendations to NYCHA maintenance departments for improved coordination.
  • Develop and enforce operational procedures and best practices, and ensure compliance with NYCHA policies and procedures; implement and maintain quality assurance programs.
  • Schedule and perform maintenance inspections, repair projects and system modifications to ensure compliance with NYCHA's maintenance procedures and policies; appropriate manufacturer's manuals; ensure that approved equipment and materials are being utilized.
  • Record discrepancies detected during inspections and verify that work orders are recorded; review maintenance entries and inspection paperwork to ensure compliance with NYCHA's policies and procedures.
  • Conduct audits relating to inspection of repair, vendors, and internal audits of departments and functions within Operations'. Prepare technical reports and make presentations.

QUALIFICATION REQUIREMENTS:

Administrative Housing Manager

One year of permanent service in the title of Housing Manager.

Administrative Housing Superintendent

  1. One year of permanent service in the title of Resident Buildings Superintendent; or
  2. A four year high school diploma or its educational equivalent, plus eight years of supervisory experience in the operation, repair and maintenance of large tenanted buildings; four years of which must have been in responsible charge of properties having not less than seven maintenance and operations employees and at least 18 months of which must have been in an administrative capacity; or
  3. Education and/or experience which is equivalent to "1" above. However, all candidates must have at least four years of experience in responsible charge of properties having not less than seven maintenance and operations employees, at least 18 months of which must have been in an administrative capacity.

Supervisor of Elevator Maintenance
  1. Seven years of satisfactory full-time experience in the repair and maintenance of elevators comparable to the variety of elevators used in the New York City Housing Authority buildings, at least three years of which must have been in a supervisory capacity, including at least one year supervising a supervisor of elevator mechanics; or
  2. A satisfactory equivalent. A degree in mechanical or electrical engineering or possession of a professional engineer's license will be accepted in lieu of three years of the non-supervisory experience and one year of the general supervisory experience described above.
License and Certificate Requirements
  1. A Certificate of Approval as an Elevator Inspector issued by the Department of Buildings; and
  2. A Motor Vehicle Driver's License valid in the State of New York.
