Administrative Staff Analyst (Non-Managerial) - Technical Services

JOB DESCRIPTION:

Reporting to the Safety Coordinator, selected candidate’s duties shall include, but not be limited to the following:

  1. Perform industrial hygiene, health and safety inspections in a variety of workplaces.
  2. Conduct interviews with employees, witnesses, and/or other personnel after an employee accident or complaint.
  3. Observe work operations and conditions while noting hazardous conditions or unsafe work practices.
  4. Assess and make recommendations regarding safety, health and environmental issues.
  5. Conduct air quality monitoring utilizing various types of air equipment.
  6. Maintain, calibrate, operate, read and select a wide variety of sampling and monitoring equipment.
  7. Investigate claims of unsafe work or living condition from employees, management, residents, the Department of Labor and the Department of Health.
  8. Conduct presentations/training sessions of environmental, health and safety information to NYCHA employees and residents.
  9. Conduct manager meetings to discuss Local Law 1 and Lead Based Paint Disclosure process.
  10. Conduct presentations to educate residents and staff on how to live safely with Lead Based Paint and Lead Based Paint hazards.
  11. Manage various lead hazard reduction programs and projects.
QUALIFICATION REQUIREMENTS:
  1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
  2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
QUALIFICATIONS/SKILLS DESIRED:
  1. Knowledge of Maximo system.
  2. Knowledge of lead, asbestos, OSHA, DOL/PESH, and DOH regulations.
  3. Excellent verbal, written and interpersonal skills.
  4. Experience in public speaking and training.
  5. Detail oriented and good organizational skills.
  6. Ability to handle multiple assignments, meet deadlines and work independently.
  7. Strong research and analytical skills.
  8. Ability to interact and communicate with various levels of staff Authority wide.
  9. Proficiency with Microsoft Office applications (Outlook, Word, and Excel).
