Mayor's Office for People with Disabilities - Medicaid

By virtue of receiving Public Assistance, the individual is eligible for medical insurance called Medicaid, which covers most medical services. Note that Medicaid recipients must be recertified yearly. Medicaid provides funds for durable medical equipment that could include wheelchairs or even wheelchair lifts. In New York City Medicaid is administered through The Human Resources Administration (HRA). Their Medical Assistance Program determines eligibility for Medicaid health coverage as follows:

  • Low-income families and individuals are eligible if their income and resources are below the Medicaid Financial Levels
  • Persons receiving SSI or public assistance are automatically eligible.
  • There are special eligibility levels for pregnant women, children, and persons who are 65v and over, disabled, or blind.
  • Medicaid also helps pay premiums for Medicare AIDS health insurance and the COBRA Insurance continuation program.
  • Individuals and couples may qualify if their income and assets are below the Medicaid financial levels for health insurance buy in programs.
  • Applicants whose income exceeds the guidelines but have medical bills that equal the difference may be eligible for coverage from the surplus income program.

Medical Assistance Programs (MAP) also provide home care services to Medicaid eligible people by assessing medical need and determining appropriate care.
