Doing Business Accountability Project ("Pay to Play" Reform)
Local Law 34 of 2007 established a "Doing Business" database of all vendors that are doing or seek to do business with the City, in order to regulate campaign contributions from those vendors to candidates for municipal office.

MOCS provides oversight to ensure City agency compliance with Prevailing Wage and Living Wage laws. It also oversees agency compliance with the Apprenticeship Program for certain construction and construction-related contracts as well as other general contractor labor issues.

Minority-and Women-owned Business Enterprises Program
Local Law 129 of 2005 created a program to increase opportunities for certified Minority- and Women-owned Business Enterprises (M/WBE) to participate in City contracting. The program applies to City contracts and subcontracts in specified industries in amounts less than $1 million. The M/WBE program is administered jointly by MOCS and the Department of Small Business Services (SBS).

Purchasing Card Program
A purchasing card or (“P-card”) is an agency-issued credit card that allows micropurchases, those up to and including $5,000, for needed goods and services to be made quickly and with a streamlined procurement process at a much-reduced administrative cost. MOCS administers the program and provides technical assistance to agencies. In Fiscal 2011, agencies made $13.8 million in purchases, with more than 22,000 transactions with more than 5,000 vendors with P-cards. The purchasing card program serves as an entry point for vendors new to City business, particularly for M/WBEs and other small business. Vendors can more easily obtain payment with the P-card than under traditional purchasing and are encouraged to ask agency buyers to receive payment via the P-card.
