A well-functioning procurement system is vital to the City's ability to deliver the essential services its citizens expect and demand. The Mayor’s Office of Contract Services (MOCS) is the City’s compliance and oversight agency for procurement. In Fiscal 2011, New York City procured almost $15 billion worth of supplies, services, and construction, through almost 55,000 transactions. Our mission is to assist City agencies to comply with procurement rules and achieve their programmatic missions; to improve contract management practices; and to provide technical assistance to agencies and vendors.

Become a Certified M/WBE Vendor
To qualify for certification into the Minority- and Women-owned Business Enterprise (M/WBE) program, a company must be an ongoing, independent business owned, operated, and controlled by U.S. Citizens or Permanent Resident Aliens who are racial minority group members or women.

MOCS Releases the Fiscal 2011 Procurement Indicators Report
In Fiscal Year 2011, NYC procured almost $15 billion worth of supplies, services and construction through more than 55,000 transactions. The report presents statistics, data, and progress on key City initiatives. For the first time, the report appendices are available for download in a useful spreadsheet format.

Project Labor Agreements
On November 24, 2009 Mayor Bloomberg and the President of the New York City Building and Construction Trades Council announced a series of project labor agreements (PLAs). These agreements will save the City nearly $300 million over the next four years allowing for the restoration of dozens of major infrastructure projects and creating 1,800 construction jobs.
