The Department of Housing Preservation and Development (HPD) offers several loan products and programs to assist owners in maintaining their properties in compliance with the provisions set forth in the New York City Housing Maintenance Code and the New York State Multiple Dwelling Law. Below are several examples of the programs that HPD operates:


The Article 8A Loan Program
Homeowners who need financial assistance to rehabilitate their home may apply for low interest loans through the Article 8A Loan Program at HPD. This program provides rehabilitation loans to correct substandard or unsanitary conditions of housing throughout New York City. Housing rehabilitation is limited to the upgrading or replacement of major building systems with an emphasis on energy items. In general, loans cannot exceed the actual cost of rehabilitation. Owner Services Program (OSP)

Homeowners who need general assistance with their property, such as financial or management problems, can contact HPD's Owners Services Program for help. OSP provides owners with financial and management advice, as well as referrals for loans and other resources. OSP's staff works closely with owners to improve both the physical and financial health of their buildings, helping to reduce the risk of abandonment. The New Partners Program

The New Partners Program provides loans to owners to renovate small buildings where a portion of the building is vacant, and in need of rehabilitation. The Program is especially focused on buildings with existing commercial tenants and vacant residential space above. This program provides a loan that is below the market interest rate and whose loan term is up to 30 years. The program also allows owners to add to their buildings' value, offers assistance in hiring contractors, and provides free classes in all areas of property management.
