REQUEST FOR
QUALIFICATIONS
The Department of Housing Preservation and Development (HPD), on behalf
of the City of New York, seeks to partner with a not-for-profit organization
(the “Partner”) which would apply to the New York State Department of Housing
and Community Renewal (DHCR) to become a Temporary Weatherization Sub-grantee,
responsible for allocating a portion of the $50,000,000 in American
Reinvestment and Recovery Act (ARRA) funding made available by DHCR for Targeted
Multi-Family Portfolios. HPD will support the application made by the selected
Partner to DHCR to become a Temporary Sub-grantee to weatherize a portfolio of
HPD-assisted buildings. HPD intends to
work with the Partner to facilitate the weatherization of approximately 4,000
units in its asset management portfolio. This Request for
Qualifications (“RFQ”) has been issued to determine the eligibility of
responding individuals and organizations with which to enter into a
partnership.
Respondents who choose to download the RFQ at no charge must register
online. A copy of the RFQ may also be obtained via mail or in person from
9 a.m. to 5 p.m. at HPD located at 100 Gold Street, New York, NY 10038.
Respondents must register online at the HPD website or in person at HPD to
receive any updates or additional communications regarding the RFQ.
Proposals and are due no later than 5:00 p.m. on August 14,
2009. Detailed instructions are provided in the RFQ.

Park Avenue Request for Proposals
The New York City Department of Housing Preservation and
Development (HPD) is inviting developers to submit development Proposals for a
mixed-use development in East Harlem comprising residential and community
facility uses.
This RFP is in accordance with
the Mayor’s New Housing Marketplace Plan, which responds to the changing housing
needs of New York’s communities by committing to the new construction or
rehabilitation of 165,000 housing units by 2013. The proposed Projects
serve the Plan’s critical goals of creating needed housing opportunities,
maximizing affordability, making City-owned land available for private
residential development, and, in turn, enhancing the City’s community
revitalization efforts.
Interested parties that choose to
download the RFP using the link below must register. Only those registered
will receive any updates or additional communications regarding the RFP. A
hard copy of the RFP can be obtained at 100 Gold Street, Room 9G, New York, NY
during business hours beginning Monday, September 15, 2008 for a $75
non-refundable fee in the form of a certified check or money order payable to
the New York City Department of Finance. The RFP contains a detailed
description of the development program, requirements, guidelines, eligibility
requirements, selection process, and submission requirements.

Melrose Commons North Request for
Proposals The New York City Department of Housing Preservation and

retail, and community space on three development parcels within the Melrose
Commons Urban Renewal Area.
This RFP is in accordance with

DeGraw Street
Firehouse Redevelopment RFP: New York City
Department of Housing Preservation and Development (“HPD”) and New York City
Economic Development Corporation (“NYCEDC”) are jointly seeking proposals for
the rehabilitation and redevelopment of the former DeGraw Firehouse (“DeGraw
Street” or the “Site”) located at 299 DeGraw Street in Brooklyn, New York. The
purpose of this Request for Proposals (“RFP”) is to solicit proposals from
prospective respondents (“Respondents”) interested in leasing and redeveloping
DeGraw Street as a community facility. This RFP seeks only proposals to lease
the Site; the Site will not be sold. Only proposals from not-for-profit community entities and not-for-profit cultural institutions will be accepted. Potential uses for DeGraw Street may provide office, workshop, classroom and multi-purpose space; community exhibition and meeting space; and performance and rehearsal space, among other uses.
HPD and NYCEDC plan to select a consultant on the basis of
factors stated in the RFP which include, but are not limited to: the quality of
the proposal, experience of key staff identified in the proposal, experience and
quality of any subcontractors proposed, demonstrated successful experience in

Redevelopment RFP: New York City Department of

“Site”) located at 134 Wythe Avenue in Brooklyn, New York. The purpose of this

Neighborhood Preservation Consultant Program Request for Proposals: HPD invites qualified, community-based not-for-profit organizations to submit proposals to provide Neighborhood Preservation Consultant services. HPD will contract with selected community-based not-for-profit organizations to provide early intervention and anti-abandonment services to privately owned buildings throughout the City. Sea View Senior Housing Project Request for Qualifications: HPD in cooperation with the New York City Health and Hospitals Corporation (HHC) is issuing a Request for Qualifications (RFQ) to select qualified developers for the Sea View Senior Housing Project in Staten Island. The project will be developed in an existing building that is owned by the City and leased to HHC located within the 70-acre campus of Sea View Rehabilitation and Home Facility. The building will either be sold or leased to the developer through a long-term lease and then will be rehabilitated to create a senior housing project containing approximately 100 dwelling units.
