Annual Property Registration

  • Buildings with three or more dwelling units must be registered with HPD's Registration Assistance Unit no more than 30 days from the date of transfer of title or change in managing agent. One- and two-family dwellings need not be registered unless the owner lives outside the City. In such cases, the building must be managed by a New York City agent and registered with the Registration Assistance Unit. Owners must renew their building's registration annually (buildings with six or more dwelling units by April 1st and those with five or fewer by October 1st).

  • Various Dates - Housing Education Program Courses

    The Housing Education Program (HEP) has expanded its course offerings to provide training to residential property owners, managers and superintendents. In addition, job training in building maintenance skills is offered to young people, some of whom use their HEP certification to become assistant superintendents.

  • Between October 1st and May 31st - Heat Season

    The City Housing Maintenance Code and Multiple Dwelling Law requires building owners to provide heat and hot water to all tenants. Building owners are required to provide hot water 365 days per year at a constant minimum temperature of 120 degrees Fahrenheit. Between October 1st and May 31st, a period designated as "Heat Season," building owners are also required to provide tenants with heat under the following conditions:

    • Between the hours of 6:00 am and 10:00 pm, if the outside temperature falls below 55 degrees, the inside temperature is required to be at least 68 degrees Fahrenheit; and,
    • Between the hours of 10:00 pm and 6:00 am, if the temperature outside falls below 40 degrees, the inside temperature is required to be at least 55 degrees Fahrenheit.
