Biography of the Executive Director

Marjorie A. Cadogan, J.D.

Marjorie A. Cadogan is the Executive Deputy Commissioner of the Human Resources Adminstration's Office of Citywide Health Insurance Access (OCHIA). Ms. Cadogan oversees the Mayor's HealthStat Initiative which seeks to connect New Yorkers to public health insurance through the collaborative effort of 14 City agencies, 17 health plans and community-based organizations throughout New York City. She also directs OCHIA's initiatives to promote affordable health insurance coverage for small businesses and working individuals.

Prior to becoming the Executive Director of OCHIA, Ms. Cadogan was the Director of Operations and External Affairs for the Primary Care Development Corporation whose mission is to expand access to primary health care in the City's underserved neighborhoods. From 1991-1995, she served as General Counsel to the New York City Department of Parks and Recreation, managing its legal division and advising agency officials on legal and policy matters relating to the acquisition, management, operations, and improvement of the City's parks and recreation facilities. She has also served as In General Counsel of the New York City Loft Board where she managed all litigation on behalf of the agency. She began her legal career in 1985 with the New York City Law Department as an Assistant Corporation Counsel in its Administrative Law Division, representing the City's regulatory agencies in state and federal litigation.

A Bronx native, Ms. Cadogan graduated magna cum laude from Fordham University and received her law degree from Fordham University School of Law. She is a past president of the Association of Black Women Attorneys, from 1998-2004 she was a member of the Board of Directors of the New York Women's Foundation and is currently a member of the Herman Biggs Society and the New York Academy of Medicine's Section on Health Care delivery.
