Juan Rosario

June 1, 2005 - Juan Rosario is the film coordinator for New York City’s Department of Housing Preservation and Development (HPD). He started his career as a paralegal at the agency 24 years ago, and last year took on the responsibilities of coordinating film shoots at HPD-controlled facilities.

The HPD controls properties throughout the City, many of which have historical significance to the City. The buildings run the gamut of architectural styles, from 1800’s Victorian buildings to modern brownstones.

One of the most popular locations among producers is The Precinct at 37-43 Herbert Street, a former police precinct which was vacated over the past several years and is now available for production. The red brick Victorian-style facility dates from the 19th century and offers unique details including the building’s original tin ceilings, a wrought iron spiral staircase and catacombs in the basement.

HPD also offers filmmakers a limited number of vacant apartments and lots in Brooklyn, the Bronx, and Manhattan.

Over the past year, Rosario has assisted productions including Law & Order, Third Watch, Rescue Me, NY-70, Martin Scorsese’s The Departed, and Mel Brooks’ The Producers: The Movie Musical.

For Rosario, the most attractive feature the HPD properties offer to filmmakers are the City history they infuse into productions. “These facilities give filmmakers the flavor and history of the City and the ambiance of our communities,” Rosario said. “It gives these productions a very real perception of New York.”

Rosario said many of the properties are currently vacant, making it easy to accommodate production schedules. “Given that these properties are available free of charge, they’re readily available, and many offer large, flexible open spaces, HPD facilities offer producers a lot of latitude to accomplish what they envision,” he said.

Prior to granting any scouting requests, HPD requests that the scout transmit a copy of their scouting/film permit as well as a letter describing the project with relevant dates and requesting a scouting appointment to Juan Rosario, HPD Film Liaison, 100 Gold Street, Office 6-T, New York, NY 10038. As long as there are no impediments for using the location, HPD will coordinate a scouting appointment and send a letter detailing the arrangements to the necessary parties.
