May 1, 2007 - While the “Made in NY” incentive program has generated billions in new business and jobs in our production community continue to thrive, the MOFTB has been working proactively to further harmonize interactions between productions and the communities in which they shoot. Working in concert with members of the entertainment industry and local communities, the Mayor’s Office of Film, Theatre and Broadcasting is implementing some policy changes effective immediately, with a view toward keeping New York City’s neighborhoods film friendly.
In an effort to tighten parking configurations and enhance dissemination of permit regulations to crew, the MOFTB now requires that a Teamster captain, producer, production manager, location manager and assistant director attend future pre-production meetings. The MOFTB has also created a standard checklist that all productions must use prior to permit signoff, addressing parking, signage, and safety and courtesy for pedestrians. The NYPD Movie/TV Unit will use a similar checklist prior to the start of production.
MOFTB is also adopting a zero-tolerance policy on abuse and forgery of parking tags which accompany the film permit. The NYPD Movie/TV Unit will be enforcing parking configuration, and will summons and tow any vehicles not in compliance with the permit. If necessary, this unit will perform arrests of anyone in possession of forged tags, which is a Class-E felony.
In an effort to address noise pollution from freestanding generators, the MOFTB now requires all productions to baffle any freestanding generators used on location as a condition of permit.
Additionally, the MOFTB is partnering with labor leaders to produce informative seminars on community best practices. New, standardized notification signage and community letters will be distributed at these seminars, to keep residents notified as far in advance as possible of any disruptions.
