Penalty Relief Program

NYC Penalty Relief Program: the clock is ticking, so seize the day!

Homeowners and business owners can take advantage of a three-month program, which eliminates late penalties and interest on ECB violations that are “in default.” Violations are in default when an individual or business fails to pay the fine or challenge the violation in a hearing within the required time frame. The program began Sept. 21 and will run through Dec. 21, 2009. The city received more than 700 applications in the program's first week and more than 3,800 applications have been filed so far.

Applicants can reduce the amount owed on their debts by as much as 67 percent by paying the base fine. To qualify for penalty relief, violations must have been “in default” before May 1, 2009.

If a violation also required correction of a condition, that correction must be made before an applicant can participate in the program.

The quickest way to apply for the program is online, by visiting the New York City Department of Finance website at www.nyc.gov/finance, where applicants can also get answers to the most frequently asked questions about penalty relief. Answers to FAQs are also translated into Spanish, Chinese, Russian and Korean.
