Out-of-School Youth Program

Out-of-School Youth Program
DYCD’s Out-of-School Youth (OSY) program is for 16-21 year-old young adults who are not connected to school or work, or who need assistance upgrading their job skills. Funded through the federal Workforce Investment Act, these programs offer:
  •  Occupational skills training
  •  Assistance with job and college placement
  •  GED preparation
  •  Support services

Participants receive 12 months of follow-up services after completing the program.
OSY programs are located in community-based organizations in all five boroughs of New York City, and offer a range of occupational training in many industries, including construction, food service, tourism, healthcare, and retail.

An OSY Success Story

Name: Cai
Age: 20 years old

Home: Sunset Park, Brooklyn

Provider: Chinatown Manpower Project

Cai joined an Out-of-School Youth (OSY) program a few weeks after arriving in the United States.  She hoped to get started on a degree in early-childhood education and find a job so she could help support her family, but with limited English skills she needed assistance.  The OSY program operated by the Chinatown Manpower Project provided Cai with computer training, work readiness skills, and a full range of translation, legal, financial and health services, in addition to fun cultural activities.  After successfully completing the OSY program, Cai secured a full-time job at a day center where she earns $12 an hour.  Taking advantage of OSY’s college prep services, Cai also gained acceptance to LaGuardia Community College.
