Construction Embargoes

DOT imposes construction embargoes during significant special events, including the New York City Marathon, parades, and for the winter holiday season. During embargoes, all active permits in the affected area(s) are suspended and no new permits may be approved, unless a waiver for the work is granted by DOT. 2017 Holiday Construction Embargo - November 15, 2017 - January 2, 2018

A special Holiday Construction Embargo shall be in effect from 6 am Wednesday, November 15, 2017 through 11:59 pm Tuesday, January 2, 2018.

As a result, all routine work shall be suspended during the embargo period unless approval for the work is granted by the New York City Department of Transportation’s (NYCDOT) Office of Construction Mitigation and Coordination (OCMC). Such suspension shall not apply to emergency work for which an emergency number is obtained by the permittee pursuant to the provisions of section 2-11 of NYCDOT’s Highway Rules.

It shall be a violation of NYCDOT’s Highway Rules to perform any work on the street during this embargo period without the prior approval of OCMC or the receipt of an emergency number. NYCDOT will strictly enforce this embargo and violators are subject to penalties.

Times Square New Year’s Eve Celebration 2017 Construction Embargo – December 21, 2017 – January 2, 2018

A Special Event Construction Embargo is in effect for the Times Square New Year's Eve Celebration from 12:01 am Thursday, December 21st through 11:59 pm Tuesday, January 2, 2018. During this time frame, only emergency work may be performed provided an emergency number is received from the New York City Department of Transportation. Any non-emergency permits issued prior to the date of this notice are hereby suspended for the dates and locations indicated below. Utility cover openings are also restricted unless an emergency authorization number has been obtained from the Department of Transportation. There will be strict enforcement of this embargo and violators are subject to be summonsed. The embargoed dates and locations in Manhattan are as follows: (see map):

  • Area bounded by West 38th Street on the South; West 59th Street on the North; 6th Avenue on the East; 8th Avenue on the West (All Inclusive)
