Jay Jaber, Assistant Commissioner of the Bureau of Permit Management and Construction Control

Jay Jaber P.E. has been the Assistant Commissioner of the Bureau of Permit Management and Construction Control for the NYC Department of Transportation since October 2002.

The Bureau of Permit Management and Construction Control is responsible for the coordination of construction activity and issuance of permits affecting the City’s streets and sidewalks in order to facilitate construction while minimizing the impact on pedestrians, cyclists and motorists.

As Assistant Commissioner, Mr. Jaber has been involved in a number of very complex, high profile projects whose impacts upon the traveling public have been ameliorated by the MPTs which he has devised including:

  • The Kosciuszko Replacement Bridges
  • The FDR Drive Outboard Detour Roadway 53rd to 63rd Streets
  • The Second Avenue Subway
  • The Hudson Yards Project
  • The Rehabilitation of the Alexander Hamilton Bridge
  • The Bureau instituted web filing and a new tracking system NYCStreets to make the application and permit process more user friendly.

Prior to becoming Assistant Commissioner of the Bureau, Mr. Jaber was Senior Director of Capital Programs where he was responsible for the planning, initiation, preliminary investigation, budgeting and tracking of roadway reconstruction projects. He was also Chief of Design and Construction where he was responsible for the development, design and implementation of highly complex engineering plans, programs and projects to improve traffic conditions on the City’s roadway system.

Mr. Jaber holds a B.S.C.E/Civil Engineering degree from the University of Toledo and a M.S.C.E./Civil Engineering degree from Bradley University.
