Obtain a Tax Clearance
Vendors must obtain or renew vendor licenses from the Departments of Health or Consumer Affairs.  They can not do so without a Vendor Tax Clearance Certificate from Finance. This is given to a New York City street vendor who is current on all business tax payments.  Finance may require vendors to submit an affidavit before issuing the certificate.

Public Improvement (Mechanic’s) Lien
Some Individuals and businesses provide labor or materials to a contractor or subcontractor who was hired to perform public improvement construction for the City.  These individuals may file a notice of lien if they are not paid as agreed.
