Banking Commission
The New York City Banking Commission was created by the City Charter to:

  • Determine the eligibility of banks applying for designation as City depository banks;
  • Recommend interest rates to the City Council for either early or late property tax payments;
  • Administer the City's Banking Development District Program.

Cash Bail Refunds
Cash bail is collected at NYC jails and by the courts. The person who pays the bail, referred to as the “surety”, is given a receipt as proof of payment. The bail money is held by Finance until the court issues a refund order.

Collections
The Collection Division contacts individuals and businesses who have not paid their taxes, parking tickets or other violations.

Court and Trust Funds Withdrawal
Court and Trust Funds are all monies paid to the court for legal matters. These funds are held by Finance until a case is resolved.  Interest is paid on this money which can only be withdrawn by a judge’s order.

Doing Business with NYC
Most vendor service procurement by all City agencies must be obtained through the bid process.

General/Food Vendor Services
Vendors must obtain or renew vendor licenses from the Departments of Health or Consumer Affairs.  They can not do so without a Vendor Tax Clearance Certificate from Finance. This is given to a New York City street vendor who is current on all business tax payments.  Finance may require vendors to submit an affidavit before issuing the certificate.

Personal Income Tax
New York City charges a personal income tax to City residents. The tax is administered and collected for New York City when a resident files a New York State tax return.

  • Deadbeat Parents Program

Tax Evasion and Fraud Reporting 
Finance investigates taxpayers for possible criminal violations of the City's sales, business, cigarette, and personal income tax laws.

Wholesale Cigarettes
Finance licenses and monitors all New York City wholesale cigarette vendors.
