Finance is committed to helping the public understand their rights, options, and responsibilities regarding all parking and vehicle matters.
Effective March 21, 2010, drivers will get a 5-minute grace period past the expired time on Muni-Meter receipts, Alternate Side Parking signs, and any other parking spaces with specific times listed (e.g. 8:30am - 9:30am). During this 5-minute grace period, parking tickets cannot be issued.
Note: You must respond to any ticket received within 30 days of the issue date, even if you believe you are not guilty. Either pay the fine or challenge the ticket. If you disagree with the outcome of a hearing, you also have the right to appeal the decision.
Camera Violations
Operators of vehicles photographed going through red traffic lights or filmed while driving in bus lanes and failing to make the next available right turn are sent a Notice of Liability (NOL) approximately 30 days after the violation. Finance collects and processes the fines, and conducts hearings when a Notice of Liability is contested.

Diplomats & Consular Staff
A special panel reviews parking tickets issued on vehicles with State Department license plates.
Manhattan Resident Parking Exemption
An exemption is available for residents who own and register their motor vehicle to a Manhattan address. They must park in a long-term rented space.

Refunds
Vehicle owners may receive a refund for reasons such as overpayment, fine reductions or other reasons.
Towed Vehicles
When a vehicle is towed, the registered owner has ten business days from the tow date to redeem the vehicle. If the vehicle is not retrieved within 10 days, it may be sold at a public auction.
