Appealing a Notice of Liability Hearing Decision
If you believe a judicial error was made, you have the right to appeal this hearing decision.
To request an appeal you must file a Parking / Camera Violations Appeal Application within 30 days of the hearing decision. You can choose to have a By Mail or In-Person Appeal Hearing. If you select an In-Person Appeal, you will be notified of the date and time.
Appeals are scheduled only if the Appeals Board receives your completed Appeal Application form within 30 days of the original hearing decision. If you cannot make the appointment, please call 311 to change your appointment at least three days prior to the hearing date.
While waiting for your appeal decision, penalties and interest may be added and towing and other enforcement actions may be taken. You can avoid this by paying the total amount due.
Complete the Appeal Application form and enclose a copy of the ticket or Notice of Liability with copies of any evidence you wish to present. Mail to the address listed on the form.

The Appeal Decision
When the Appeals Board hears an appeal, they can make one of several rulings:
- Affirm (i.e. uphold) the original guilty decision
- Change the original hearing decision
- Reverse the original hearing decision and find you not guilty
- Return the case for a completely new hearing, or
- Decide there was no issue on which to base your appeal, in which case the original guilty decision remains.
The Appeals Board ruling will be mailed to you. It will not be given to you after an in-person appeal hearing.
