Appeal a Red Light Camera Notice of Liability Hearing
The Administrative Law Judge can uphold the Notice of Liability at a hearing and find you are guilty. If you believe a judicial error was made, you have the right to appeal this hearing decision.
To request an appeal, file Notice of Appeal within 30 days of the Administrative Law Judge’s hearing decision. On this form, tell us if you want an In-Person Appeal or an Appeal by Mail. If selecting an In-Person Appeal, you will be notified of the date and time.
Appeals are scheduled for review only if:
- The Appeals Board receives your completed Notice of
Appeal form within 30 days of the original hearing decision;
- You appear for your scheduled hearing appointment. If
you cannot make the appointment, please request a hearing by mail at
least three days prior to the hearing date; and
- You have paid the amount from at the original hearing.
Complete Notice of Appeal
form and enclose a copy of the Notice of Liability with any evidence you believe can help you. Mail to the address listed on the form.

The Appeals Determination
When the Appeals Board hears an appeal, they can make one of several rulings:
- Affirm (i.e. uphold) the original guilty
decision
- Change the original hearing decision
- Reverse the hearing decision and find you not guilty
- Return the case for a completely new hearing, or
- Decide there was no issue on which to base your appeal, in which case the original guilty decision remains.
The Appeals Board ruling will be mailed to you. It will not be given to you after an in-person appeal hearing. If the appeal results in a reduction of the fine or a dismissal of the Notice of Liability, Finance will automatically mail a refund of the amount paid within 30 days to the individual who requests the appeal.
