The Rental Program

The New York City Department of Finance has established a Car Rental Program relieving a lessor, under certain circumstances, of liability for New York City parking violations committed by its lessee.

Under applicable parking violation laws, as long as a vehicle is being used with the permission of its owner, the owner is liable for parking violations committed by the operator, even if the owner and operator are different parties. In current practice, Finance relies on the Department of Motor Vehicles (DMV) registration records to obtain the name and address of a vehicle’s owner.  For leased vehicles, Finance would send liability notices only to the registrant.

If a vehicle enrolled in the Car Rental program is issued a New York City parking ticket, and the ticket was neither paid nor dismissed, then Finance will notify the lessor (who may or may not be the DMV registrant) or a designated representative.

Enrollment in the Car Rental Program is based on a New York City fiscal year (July 1 through the following June 30). The cost to enroll plates in the program is $1 per month/per plate. The following documents are required to join the program:

• Rental Application
• Blank Rental Agreement
• Corporate By Laws
• Certificate of Corporation documents
• Corporation Seal affixed on company letterhead
• Completed F1 form(s) with check and co-riders if plates are not registered to the above company’s name. You must submit copies of registration for all plates.

Effective February 15, 2012 all parking debt must be satisfied prior to enrolling plate into the rental program.
