Parking Tickets Issued to Tractor-Trailers Parking on Residential Streets
Parking tickets are now being issued for parking tractor-trailers on residential streets between 9 PM and 5 AM. The initial fine is $265, but any additional tickets issued to the same owner within a six-month period are $515 each. 11/2010
5-Minute Grace Period
Effective March 21, 2010, drivers will get a 5-minute grace period past the expired time on Muni-Meter receipts, Alternate Side Parking signs, and any other parking spaces with specific times listed (e.g. 8:30am - 9:30am). During this 5-minute grace period, parking tickets cannot be issued.
Change to Meter Law: Local Law 59 of 2008
Mayor Bloomberg signed legislation allowing motorists to park at broken or missing meters for the maximum time permitted at that meter. Previously the law only allowed vehicles to be parked at broken meters for a maximum of one hour. If a broken or missing meter is discovered, motorists are encouraged to call 311. The law signed on December 1, 2008 took effect on March 1, 2009.
New Handicap Meter Parking Penalty Waiver for Non-New York City Residents
Residents living outside of the five boroughs, who are issued the new Meter Permit Waivers For People With Disabilities by New York State, may use them within New York City. New York City does not issue the waivers. The law permitting the waivers was signed on July 18, 2007 and went into effect on January 18, 2008.

New Online Filing for Manhattan Resident Parking Tax Exemption Certificate
The new online version allows residents to apply for new certificates, renewals and make changes to residence and facility information. The Parking Tax Exemption Certificate will only be issued if parking services are used on a monthly basis or longer. The certificate can only be used for one parking facility. 5/8/07

Finance and The Department of Transportation are working together on a Muni-Meter Parking Card Pilot Program which allows purchase of pre-paid parking cards from the Finance Manhattan Business Center.

Parking Violations Refunds
Finance will automatically issue a refund of parking fine overpayments within thirty days. Most vehicle owners will not need to file an application to claim a refund. A check will be sent to the registered owner of the vehicle and mailed to the address on file. However, if an individual other than the registered owner made the payment, he or she must file a Parking Violations Refund Form. 11/9/06

Commissioner Stark Testifies on NYC Delivery Solutions Program
Finance Commissioner Martha E. Stark testified before a joint hearing of the City Council Committees on Small Business and Transportation on the NYC Delivery Solutions Program for commercial fleet owners. This allows companies to quickly resolve parking fines issued during the quick delivery of their goods. Since July 2005, 165 firms have signed up for this helpful service, eliminating the need for 875,000 Adjudication hearings. 2/28/06
