The City of New York has substantially amended its 2008 Consolidated Plan. The document now includes an addendum: Community Development Block Grant-Recovery (CDBG-R) Program.
The Community Development Block Grant-Recovery (CDBG-R) Program was created by Congress under the American Recovery and Reinvestment Act of 2009 ("Recovery Act" or “ARRA”).
The City of New York is expected to receive approximately $48,315,200 in CDBG-R funds.
According to ARRA the CDBG-R is to be considered a grant of the United States Department of Housing and Urban Development’s (HUD’s) Community Development Block Grant (CDBG) entitlement program. Therefore, the full range of CDBG activities are available to grantees as eligible uses of the funds for economic development, housing, infrastructure, and other public facilities activities that will spur economic investment; increase energy efficiency; and, job creation or retention.
The New York City Office of Management and Budget is the administering agency for the CDBG-R funds.
As indicated above, CDBG-R is a grant under HUD’s CDBG entitlement program. It is therefore bound to HUD’s Consolidated Plan regulations. Under existing Consolidated Plan citizen participation regulations, substantial amendments to an approved Plan are required to undergo a 30-day comment period. However, in order to expedite localities receiving the funds, Congress waived this regulation and required the Program to undergo only a seven (7) day public review period instead.
The Public Comment period began Wednesday, May 27 and ended Wednesday, June 3, 2009.
Comments received at the end of the comment period (close of business) were to be summarized and the City’s responses incorporated into the 2008 Consolidated Plan amendment addendum for submission to HUD. However, no comments were received during the public comment period.
According to CDBG-R guidelines, localities were required to submit their amendments to HUD no later than June 5, 2009 in order to be eligible to receive their respective allocation. The City of New York submitted its CDBG-R amendment and additional federally-required materials on June 5, 2009.
