
| U.S. Census Bureau Releases Supplemental Poverty Measure November 7, 2011
The U.S. Census Bureau released a research report on the new Supplemental Poverty Measure. This effort was informed by the work of the NYC Center for Economic Opportunity, which released its first report on an alternative measure for New York City in 2008. The new Supplemental Measure provides a more realistic picture of poverty by accounting for both families’ resources and their expenses. This work is based on the recommendations of the National Academy of Sciences.

| Young Men's Initiative Expands Young Adult Literacy Program October 11, 2011
Mayor Bloomberg announced the expansion of the Young Adult Literacy Program from 12 to 17 sites through the Young Men’s Initiative. The program aims to improve literacy and math skills for disconnected youth. The program was originally launched by CEO and DYCD in partnership with the New York, Brooklyn and Queens Public Libraries, and several non-profits.

| Jobs-Plus Concept Paper
October 28, 2011
The Human Resources Administration (HRA), in partnership with the New York City Housing Authority (NYCHA), the Center for Economic Opportunity (CEO), and the Mayor’s Young Men’s Initiative have issued a Concept Paper for Jobs-Plus. The Jobs-Plus model aims to increase earnings among housing residents by saturating selected developments with employment services, rent-based and other financial incentives, and community-building activities that support work. | Mayor Bloomberg Announces Training Grants September 13, 2011
Mayor Michael R. Bloomberg announced the latest round of NYC Business Solutions Training Funds to four businesses in Brooklyn, Queens and Manhattan. The workforce training grants program, administered by the Department of Small Business Services, helps small businesses to expand and create jobs by training new and existing employees to give them the up-to-date skills they need to grow. CEO provides two-thirds of the funding for this program, with the federal Workforce Investment Act providing the remainder. Participating employers are also required to contribute. | Project Rise Kansas City Launches September 6, 2011
Kansas City Mayor Sly James announced the launch of Project Rise, one of five CEO program being replicated in cities across the country through the federal Social Innovation Fund. Mayor James was joined by representatives from the Kansas City providers, Catholic Charities of Kansas City- St. Joseph and the Full Employment, and by funders, which include United Way of Greater Kansas City and Ewing Marion Kauffman Foundation. | Mayor Bloomberg Launches Young Men's Initiative August 4, 2011
The Young Men's Initiative is the nation's most comprehensive effort to tackle disparities between young black and Latino males and their peers. This cross-agency effort will include the expansion of several CEO programs, including young adult internship and literacy programs, a workforce development program, and Jobs-Plus, a workforce development program for residents of public housing. Providers will be selected through Requests for Proposals to be posted on City Agency websites in the coming months. | Arches Project Approach The Mayor’s Fund to Advance New York City, in partnership with the Department Probation (DOP) and the Center for Economic Opportunity are issuing Arches: A Transformative Mentoring Intervention Project Approach. Part of the Young Men’s Initiative, Arches transformative mentoring is a curriculum-based group mentoring intervention that helps justice-involved young adults transform the attitudes and behaviors that have led to criminal activity. It serves young people whose needs go far beyond the traditional mentoring approach of companionship, confidence-building and minor academic, social or career guidance. Mayor Michael R. Bloomberg and Department of Consumer Affairs Commissioner Jonathan Mintz encouraged New Yorkers who file their taxes at select Volunteer Income Tax Assistance sites to sign-up for one of 250 SaveUSA accounts remaining. The SaveUSA program offers participants a 50 peremt atch, of up to $500, if they dposit at least $200 into a SaveUSA account and maintain the deposit for one year. SaveUSA is one of five programs to be implemented in New York City as part of the Social Innovation Fund. The NYC Center for Economic Opportunity’s new working paper, titled "Policy Affects Poverty" tracks the change in the CEO poverty rate during the Great Recession. The paper explores the extent to which policy initiatives – including the Presidents Bush's and Obama’s stimulus programs and the City’s effort to increase Food Stamp enrollment – kept the New York City poverty rate from rising. | SIF Jobs-Plus Providers & Funding Announced February 8, 2011
CEO and the Mayor’s Fund announced that providers in two cities will offer Jobs-Plus, one of five CEO programs to be launched as part of the Social Innovation Fund (SIF) initiative. Jobs-Plus is a site-based, workforce development program, originally designed by SIF partner MDRC, that works with residents of public housing to increase employment and earnings. Support for the program is provided by the Corporation for National and Community Service, Bloomberg Philanthropies, Open Society Foundations, Morgan Stanley, Annie E. Casey Foundation, and Catholic Charities of San Antonio. Morgan Stanley also announced a grant to support the implementation of an additional pilot program that will provide on-site financial counseling services - a first for Jobs-Plus.

| CEO Releases Evaluation of Young Adult Literacy Program and the Impact of Adding Paid Internships January 2011
This report, prepared by Westat and Metis Associates, examines the literacy and numeracy gains for the young adults enrolled CEO’s Young Adult Literacy program who were also offered a paid internship. Using a cluster randomized design, the study suggests that adding paid internships conditioned on attendance in education services led to increased attendance and program retention, as well as an increase in participants’ math gains. CEO’s Young Adult Literacy program is administered by the Department of Youth and Community Development, and the New York, Brooklyn, and Queens public libraries.
