Do you know that 25% of City residents do not speak English as their
primary language and have a limited ability to speak, read, write, or understand
English? The Citywide policy on language access helps make sure that all
residents have meaningful access to City programs, services, and activities
without having to worry about language barriers.
Executive Order 120 shows the City’s commitment to serve immigrant communities and those with limited abilities in English. It confirms that language should not be a barrier that prevents any New Yorker from getting the same services and opportunities.
Executive Order 120 involves the principles of plain language. Plain language focuses on clear and effective communication for all public City documents. This includes using simple words, less jargon or “legalese,” shorter sentences, and clearer use of vocabulary.
The Mayor’s Office of Adult Education provides guidance
and training to all City agencies to help them use plain language.
